This stamp was used on inspection reports of the gas installation inside the house, and were issued in a variety of values. The lady is an allegory of Gas. Similar stamps were made for electric light inspection.

    That lady is not an allegory. She is Queen Victoria! This image was from her corronation portrait in 1838. This likeness also appeared in the first set of Canadian postage stamps.

    Very weird to make the statement of fact “The lady is an allegory of Gas.” Maybe you got from another source but it is as Michael notes totally false. In 1900 Queen Victoria was still reigning.
